What are the cannabis label requirements by state?

Seven label elements are effectively universal across the twelve largest US adult-use markets: licence number, batch or lot number, net weight, THC and CBD content, child-resistant packaging compliance, a warning statement, and a ban on child-appealing imagery. State-issued universal symbols and exact warning wording differ. The seven near-universal requirements

If you are designing one label artwork to adapt across states, start from these. They appear in all or nearly all twelve markets we reviewed.

• Licence or registration number of the licensed producer, processor or dispensary.
• Batch or lot number for traceability and recall.
• Net weight or volume of product.
• THC and CBD content, typically both per serving in milligrams and per package.
• Child-resistant packaging compliance, commonly referencing CPSC 16 CFR 1700, plus a keep-out-of-reach admonition.
• A health and impairment warning statement, with wording that differs state by state.
• A prohibition — explicit or implied — on imagery, designs or shapes attractive to children.

What this means at the press

Five things that catch cannabis brands out, from a printer's side of the job.

1. Symbol colour fidelity is a legal requirement, not an aesthetic one

New Jersey specifies Pantone 185C, Pantone 109C and black at defined minimum sizes. A symbol printed "close enough" is a non-compliant label. We proof cannabis symbols against the state's published values rather than against a visual match, and we will not press-approve a job where the supplied symbol artwork has been rescaled below the state minimum.

2. Nevada's edible symbol is a production requirement, not a print one

Nevada requires the symbol stamped, molded or printed with colour contrast on each individual serving. No label solves that — it has to happen at the product, which changes who in your supply chain owns the requirement.

3. Mandated content routinely exceeds the available label area

Vape carts, small concentrate jars and single-serve edibles frequently cannot carry licence number, batch, full cannabinoid panel, warning statement and symbol at legible size. The fix is a peel-back or fold-out multi-layer label, not shrinking the type below the state minimum.

4. Concentrates need oil-resistant stock

Labels on oils, tinctures and concentrates have to stay legible after contact with cannabis oil, condensation and refrigeration. Unlaminated paper labels fail this — see our own material testing. Laminated vinyl or polypropylene is the practical choice.

5. Exit bags are a second coordinated print run

Retailer exit packaging often has to carry warnings and symbols too. That is a second artwork set that must not contradict the primary label, and it is usually forgotten until launch week.

Each row was built from the named regulator's own regulation text or official PDF, and the date shown is the date of the document we reviewed — not necessarily the date the provision was last amended.

Where we could not confirm something from a primary source, we wrote “not verified” rather than guessing. “Not verified” does not mean “no requirement.” It means a rule may exist and we could not confirm it in the source we reviewed. Two known gaps: exact minimum point sizes are not published as numeric values by most regulators, and verbatim warning-statement wording was only fully confirmed for New Jersey.
